elected by the people is being sworn in to office. just before noon at the capitol, barack obama will take the oath for his second term as president. this is a ceremonial swearing-in because the constitution requires the president to be sworn in on january 20th, and this year the 20th fell on sunday. so the president took the official oath in private yesterday in the blue room at the white house. the oath administered by the chief justice john roberts, jr. the public swearing-in and all the pomp and circumstance that go with it were put off until today and what a day it is. the temperature right now is in the high 30s. the sky is clear, a brilliant winter's day in the nation's capital. people are pouring into the national mall to witness a day of history. the first family began the day by attending services at st. john's church. that's right across the street from the white house. that's a long-standing tradition for presidents on inauguration day. joining me now in our cbs coverage is bob schieffer, our chief washington correspondent and anchor of ""face the nation."" bob, what

have a category called obama's top promises. you can look at those and you can see that i think his record of fulfilling them is not quite as high as overall. you make a good point -- some of his promises were sweeping and thematic and others were very specific. there were two that were lighthearted -- we included two promises like that. one was his promise during the campaign that he would buy his daughter as a puppy which is a promise kept in the other was that he would fight for a college football playoff system which we also raided a promise kept indeed, you could say this is the aggregate and you need to look in on the more narrow numbers. we published an article yesterday but we welcome anybody who wants to tally them up in different ways and provide an analysis. all promises are not created equal. host: we are looking at the top promises on politifact - tell us more about compromise. guest: the credit for workers is a tax credit that was part of the economic stimulus originally, he sought $500 and i think ultimately, law was less than that. that was a classic compromise that

spanking your fellow republicans for getting their clocks cleaned by mr. obama in that debate. tell me what you are upset about and is there some revenge exacted? >> we have very severe long- term fiscal problems. i think there is a lot more that is at the big banks door and the federal reserve's door. it is amazing neither party has been willing to look at the problems. we are faced with enormous long-term challenges on the fiscal side. i thought the whole process was wrong. i have a bias. i was speaker of the house. the idea that the senate at the last minute would write an entire bill, put whatever they wanted into it, send it over, and say, pass it as we wrote it. we will not touch it again. and the house said, ok. crazy. nobody read that bill. it violated everything republicans complained about with the stimulus. the minimum they could have done was brought it up, actually read it, maybe had a hearing to find out what was in it and what did it mean. there were millions of dollars willi understand why the president wants to take care of its friends. what did that have to do with the bil

for service, has the obama administration done a lot to lower the cost of health care going forward so we don't need to do much more? what do you think is in practical terms what needs to be done on health care if you poll people they say we all want to cut medicare celerity want to go dealing with that piece of the puzzle? >> that reminds me when i was in graduate school i went to study foreign policy and was right around the time they balanced the budget and i thought my gosh what am i going to do? so i realized the long-term problems were still there and i had to make a choice whether social security or health care and it was easy, social security is easy supply jumped into becoming a social security expert because health care is so hard. they're really is no other issue at the core of all of this. we don't know the answers and the best thing that we can do right now is putting in place as many different attempts to control health care costs and evaluating what works so we don't with a fork or not we've seen the costs coming down, and that could be in anticipation that could be temporary a

, president obama plans to introduce legislation next week calling for the biggest changes to gun laws this country has seen in two decades. yesterday the president surrounded by children who wrote him letters after newtown urged congress to take action on a number of proposals including universal background checks for anyone buying a gun, restoring the ban on military-style assault weapons and limiting magazines to ten rounds, giving law enforcement additional tools to prosecute gun crimes and improving the mental health system for young people. >> so let's look at all of those items up there. richard wolffe, every one of them has overwhelming support of the american people. universal background checks. 85% of americans support that. restoring a ban on milita military-style assault weapons. that's a 60/40 proposition now. limiting magazines to ten rounds. almost 7 in 10 americans support that. additional tools for law enforcement. you know that's got to be an 80/20, 90/10 issue. the same with improving mental health services. i bring these numbers up only to say, once again, that my r
